JOB TITLE: Executive: Engineering and Technology

POSITION STATUS: Five (5) Year Fixed Term Contract

JOB LEVEL: E2

SALARY: Total Annual Package (CTC) – R2 388,665.00


Purpose of the job

To provide strategic leadership to ICASA’s Engineering and Technology Division.

Key Outputs

The successful candidate will report to the Chief Executive Officer, and their responsibilities will include:

  • To function as the custodian of technical, engineering, and spectrum management functions; within the Authority in respect of electronic communications, broadcasting, and postal services; as prescribed in the Electronic Communications Act, Electronic Communications and Transactions Act, Broadcasting Act, Postal Services Act, and any other related legislation that may be enacted in the future.
  • To lead the development and adoption of the engineering and technology strategy for the Authority, including the identification and adoption of appropriate solutions for the effective execution of the mandate of the Authority in line with applicable legislation.
  • To be the custodian of spectrum management and spectrum resources in a manner that ensures the efficient, effective, and economical use of frequency spectrum.
  • To ensure effective spectrum monitoring in line with international best practice and ITU-R standards and guidelines.
  • To ensure the availability of appropriate engineering and technology expertise, tools, methods and logistics for spectrum planning and management, spectrum licensing, type approval licensing, spectrum monitoring, telecoms networking, and quality of service measurements.
  • To conduct research and innovative forward planning in spectrum management, telecommunications technologies, network engineering, and broadcasting so as to anticipate and cater for ongoing technological innovation.
  • To preserve and improve the accuracy of the technical data needed for spectrum allocation, allotment, and assignment.
  • To promote and advance ICASA’s interests in the ITU, other related UN bodies, and regional bodies, while contributing to South Africa’s participation and obligations within these forums.
  • To ensure cross-border cooperation with regulators of neighbouring countries.
  • To develop and update electronic communications regulations, including those related to spectrum and contribute to other regulations promoting the rollout of broadband.
  • To ensure that appropriate levels of expertise and skills are employed within the Engineering and Technology division.
  • To function as the lead for engineering and technology related engagements between the Authority and the sector it regulates.
  • To ensure that the appropriate divisional budget is compiled, monitored, and controlled.
  • To provide the Authority with a solid technical base through the expertise, tools, data, and outside relationships; to make informed decisions on relevant aspect of electronic communications, broadcasting and postal services technologies requiring regulation by ICASA.

Qualifications and Experience

  • A BSc/BEng Degree in Electrical or Electronic Engineering.
  • A Master’s Degree in Engineering, Electronic/Electrical Engineering, Telecommunications Engineering, ICT/Technology, or relevant discipline (NQF Level 9).
  • At least 10 years of experience in managing telecommunications systems engineering, spectrum management or ICT technology projects.
  • At least 5 years’ experience at Senior Management level in Engineering or the ICT sector.
  • 1 – 3 years’ experience at Executive level will be a strong recommendation.
  • Experience working with regional and global regulatory bodies (e.g., ITU, CRASA, ATU) will be advantageous.
  • Active Professional Engineer (Pr Eng) registration with ECSA.
  • Membership of SAIEE, IEEE or other international associations for electrical and electronic engineering practitioners will be advantageous.
